Wednesday Afternoon at General Conference
The 30th General Conference of the IPHC returned to business Wednesday afternoon in Mobile, with 1,234 delegates seated and the session gaveled in at 2:00 p.m. By the time it recessed at 4:40, delegates had approved a new organizational structure for the general level of the Church — the product of months of work behind the scenes, decided in a single afternoon on the floor.
The session opened with thanks rather than business. Dr. Beacham recognized Gailya List, Bob Robertson, and Daneel le Roux for more than 50 years of faithful service to our General Conferences, a reminder that the IPHC’s work has been done by people who have shown up for it long before this week. Lisa Billy Johnson then led the body in prayer, reading from Isaiah 54:1–5 — a passage about enlarging the tent and trusting the One who holds it steady, which set an appropriate tone for a session about how the Church organizes itself going forward.
After a brief explanation of the voting devices, Bishop Thomas McGhee read the minutes of the morning session for approval. Delegates approved the minutes by voice vote.
The substantial work of the afternoon was the proposed new structure for Article III, Organizational Structure — General Level. Rev. Greg Hearn, acting chair of the Bylaws Committee, presented the rationale behind the proposal and read the proposed language for Section D.
What followed was careful, deliberate debate. Delegates considered a series of amendments: whether to preserve the original leadership structure, whether the Director of World Missions should be elected rather than appointed, whether that election should rest with the General Conference or the Council of Bishops, whether a two-thirds majority should replace a simple majority, and whether to remove term limits for church executives. Several motions were withdrawn as the body weighed its options; others were brought to a vote and did not pass. In the end, delegates adopted Section D in its entirety.
