Following the election of Bishop Tal Gardner as General Superintendent of the International Pentecostal Holiness Church, he has continued the process of assembling his leadership team to serve the IPHC in this new season.
Bishop Gardner has appointed Rev. Jonathan Scott Oliver as Director of Clergy Development and Austin Leggett as Chief of Communications. Both appointments have been approved by the Executive Committee of the IPHC Council of Bishops.

Rev. Jonathan Scott Oliver Named Director of Clergy Development
Rev. Jonathan Scott Oliver has been appointed to serve as the Director of Clergy Development for the International Pentecostal Holiness Church.
Oliver brings more than three decades of ministry and leadership experience to the position. Since 2008, he has served as Discipleship Ministries Director for the North Carolina Conference of the IPHC. Prior to his conference leadership, Oliver served in several pastoral ministry roles, including Executive Pastor and Life Development Pastor at St. Paul PH Church in Greenville, North Carolina, and Youth Pastor at Clinton PH Church.
Oliver earned a Bachelor of Science from Emmanuel College and a Master of Ministry from Southwestern Christian University. He is also completing a Master of Arts in Licensed Clinical Mental Health Counseling through Liberty University.
His years of pastoral and denominational leadership, along with his passion for developing people and strengthening ministry leaders, will serve the IPHC well as he works to support, equip, and develop clergy throughout the denomination.
Austin Leggett Named Chief of Communications
Austin Leggett has been appointed to serve as the Chief of Communications for the International Pentecostal Holiness Church.
Leggett has served with IPHC Discipleship Ministries since September 2023, beginning as Creative Marketing Specialist before being named Director of Communications in February 2026. During his time with Discipleship Ministries, he has helped lead communications for national events and ministry initiatives, including campaign launches, event marketing and promotion, organizational announcements, digital and social media campaigns, and the launch and ongoing communication of Lilly Endowment grant-funded initiatives. His work has included developing campaigns and coordinating communications across web, email, social media, video, photography, and other platforms.
Leggett has also served in local church communications and creative ministry since 2020. During that time, he has helped lead communications through seasons of significant growth and transition. Through strategic campaigns, storytelling, and consistent digital communication, he has helped connect new people to the church while strengthening engagement with its existing congregation
Through these roles, Leggett has gained experience communicating at the local church, network, and denominational levels. As Chief of Communications, he will oversee the IPHC’s communications strategy and work alongside Bishop Gardner and IPHC leadership to strengthen communication across the denomination and clearly communicate its mission and vision.
The IPHC celebrates these appointments and is grateful for Oliver and Leggett’s willingness to serve in these new roles. We invite the IPHC family to pray for them, Bishop Gardner, and the entire leadership team as they serve the church and help carry its mission forward in this new season.
