Since December 2010 Mrs. Brenda Mash Phillips has served as the Chief Financial Officer of the International Pentecostal Holiness Church. She will retire soon after the 30th IPHC General Conference later this month. Presiding Bishop A.D. Beacham, Jr. remarked, “Mrs. Phillips has directed IPHC financials with utmost efficiency, effectiveness, and integrity. She also served our denominational office employees as Human Resources Director. It has been a joy to serve with her during my years at our denominational offices and I am very thankful the Lord blessed us with her experience, expertise, and commitment to Jesus and the IPHC.”
Growing up in an IPHC family in Oklahoma City, she received her AA degree from Southwestern Christian University and a Bachelor of Science in Accounting from Southern Nazarene University. Before coming to the IPHC, she served three years with the international accounting firm of Coopers & Lybrand, twenty-two years with Gray & Northcutt, and three years with Quest Oil and Gas Company.
While serving as the CFO at the IPHC Global Ministries Center, she served on the Southwestern University Board of Trustees where her experience and expertise helped the university with budgets, financial and resource management issues. She did similar duty in helping Emmanuel University during a period of financial transition. She was instrumental in the IPHC becoming a member of the Evangelical Council for Financial Accountability. Under her leadership, IPHC received unqualified financial audits with no management comments for the past nine years with the international accounting firm of Forvis Mazaris. In April 2026, the Council of Bishops recognized her work with a motion of appreciation.
Bishop Talmadge Gardner wrote, “When the General Conference approved the structural change of moving the General Churches finances out from under the umbrella of an Executive Director of Stewardship Ministries to a hired Chief Financial Officer model many wondered whether this would be successful. Brenda has proven that this was a wise decision and transition for the general church. In a brief conversation with a representative from the search firm that the Finance Committee is using to assist in naming her replacement, their representative told me we were the first ministry or non-profit that they have represented that showed a ’clean audit.’ This is a compliment to Brenda and the financial administrative team surrounding her. On a personal level, I have also come to appreciate Brenda’s loyalty to the IPHC and her influence as a positive role model for women in ministry both inside and outside of the GMC.”
Bishop Tommy McGhee stated, “Brenda Phillips came to the Global Ministry Center during a critical transition time and has served the IPHC with distinction as our Chief Financial Officer. In addition to her regular duties, she has played a strategic role in assisting our institutions and conferences during times of crisis. For these as well as many other reasons, we say Thank You to Brenda Phillips.”
Bishop Garry Bryant noted, “I join with others in expressing deep appreciation to Mrs. Brenda Phillips for her untiring service and excellence in ministry as Chief Financial Officer of the IPHC. It is our joy to acknowledge her heart for the Church and the professional skills she has faithfully utilized to provide significant advancement and fruitfulness for our IPHC Family. We pray that her next season will be filled with the favor and blessings of the Lord.”

Her wisdom, dedication, and commitment to the mission of the IPHC have strengthened our financial foundation and positioned us well for the future. We celebrate her remarkable service and pray God’s richest blessings on her as she begins this new season of life.”
Brenda has been married forty years to Chuck Phillips. She is the mother of two sons, Chuck Phillips III of Tulsa, Reverend Cody Phillips, and his wife Lindsay of Oklahoma City, and two granddaughters, Eleanor and Adeline.
