World Missions Ministries is excited to announce the election of our new Bishop over World Missions and our new director of Missionary Care.
Bishop Stan Reynolds – Bishop of World Missions Ministries
Bishop Stanley Reynolds was elected to lead World Missions Ministries for the International Pentecostal Holiness Church.
Bishop Reynolds brings more than four decades of pastoral ministry and extensive experience in missions and denominational leadership. He has served as Senior Pastor of the church he planted in 1985, dedicating his ministry to spiritual development, discipleship, leadership development, and equipping others for ministry.
Since 2014, Reynolds has served as Bishop of the Pacific Western Network Ministries of the IPHC, providing administrative and pastoral leadership to ministers and churches throughout California and Nevada. His leadership has included developing younger pastors, strengthening churches, assisting congregations through seasons of transition, and providing training and development for pastors and church leaders.
Under his leadership, his local church has consistently supported missionaries and mission projects and has led its conference in Global Outreach offerings for more than 20 years.
He and his wife, Kathy, have been married for 50 years and have three children and nine grandchildren.
As he assumes leadership of World Missions Ministries, Reynolds brings a lifelong passion for the Great Commission, decades of pastoral and episcopal leadership, and extensive firsthand experience serving and strengthening the global Church.
Dr. Barbara Carter – Director of Missionary Care
Dr. Barbara Carter was recently hired as the Director of Missionary Care, bringing a broad range of gifts and skills to the role, including work in the medical field, in the mission field, and extensive experience supporting and serving IPHC missionaries from afar.
She served as a WMM council member for 17 years, worked as the Local Missions Director at Fountain of Life in Elizabeth City, and as the Conference Missions Director for Redemption Ministries. 
Dr. Carter studied and met her husband, Dr. David Carter, at Point Loma Nazarene University, where she earned her bachelor’s degree before completing her MD at Jefferson Medical School in Philadelphia. She remained in Philadelphia for her Ob-Gyn residency at Thomas Jefferson University Hospital.
Dr. Carter served as a board-certified Ob-Gyn in eastern North Carolina from 1997 to 2021. While caring for her patients in the States, her heart for medical missions grew, leading her to multiple medical mission trips across several continents.
Dr. Barbara Carter and Dr. David Carter have been married for 33 years and have three children, one daughter-in-law, and one son-in-law.
As Dr. Carter settles into her new position in Missionary Care, she brings extensive ministerial experience, years spent in selfless service of others, and a deep care for those currently working on the mission field.
